The reason it was started by Michael Manley was to help those who couldn't obtain a conventional mortgage. He had middle, and lower income workers as his target groups. Sadly the trust is now treated as a cash cow, and the people it was meant to benefit most are not benefitting much.

When you do contract work for the government, you have to be begging to be paid for the job you have done. They do not seem to understand that people have bills to be paid and need the money you worked for. STATIN is one such entity, work people in the hot sun and not paying them. STATIN you need to pay outstanding Census Takers traveling and other monies owed to them
The Beauracrats in the Government Agencies are deliberately not processing people's payments!
